Sometimes — and it's good practice either way. The rules vary by location: many places let anyone in a conversation record it, but some (parts of the US, much of the EU, and elsewhere) require everyone's consent first, so making sure you have consent where it's required is your responsibility. We'd encourage asking regardless — it's more respectful, and it's in the spirit of the app. iOS also shows its own orange recording indicator whenever the mic is on, so recording is never hidden.
